With addition of 2010 survey data, it is possible to see trend in levels of implementation starting from 2009. For example, there was a drop in states having just preliminary discussions and an uptick in both providing professional development and some programs beginning to implement RTI. 

Unchanged was the fact that very few states have specific preschool RTI policies in place and those who are not yet engaged in any discussion of Preschool RTI or implementation. These data may suggest that some states are moving from no discussion or preliminary discussions to providing professional development and beginning some implementation, while other states are holding steady not moving forward (see specific state results for details).
