RTI assumes use of evidence-based curricula, however, the current state of preschool affairs suggests this may not be assumed
Research suggests that the prevalence of children needing Tier 2 and 3 intervention is a function of the effectiveness of the Tier 1 curriculum.
The more children needing Tier 2 and 3 interventions, the more difficult tiered prevention is to implement (see Figure)
What happens if more the 20% of children need Tier 2 and 3 intervention due to an ineffective Tier 1 intervention?
